Correction vs Corrective Action on System or Process

Example: Nonconforming part made in CNC machine shop. The part is reworked to correct specification.

Investigation identifies an error in the CNC program. Action is taken to correct the program and prevent any other occurrences on this part number.

Further investigation identifies root cause as a problem with the validation software setup and also a programmer training issue. The software is corrected and appropriate training completed. This corrective action is verified to be effective on subsequent similar parts run.

By ISO 9001 definition reworking the part is correction. Technically do we consider correcting the CNC program as correction or corrective action?
